Payments to wives of the staff of the University have been made on M. Morse's responsibility from such funds of the University as were available to him, presumably those referred to at 2(c) of Miss Ruston's minute. We are committed to payment of the salaries of those members of the staff who were interned and who come within the categories referred to in paragraph 1 of No. :. (Provident Fund" staff being considered to be equivalent to those holding pensionable posts, It appears that the available resources of the University are not sufficient to meet this expenditure. The simplest procedure would, therefore, be to pay direct from Hong Kong Government funds the accrued salaries to those entitle, after allowing for payments already made to dependants from University funds.

Similarly any other expenditure which it is decided to incur on account of the University might be made from Hong Kong Government funds.

The above expenditure would be liable to adjustment when the University started to function again, although it might well be decided then that the expenditure in question would be written off as being of the nature of reduced Government grants to the University for the period since 1st April 1941. This procedure would obviate any need to set up a financial Committee with statutory powers.

In those cases where a payment is required to be made from the University Provident Funds, the simplest course woul1 appear to be for Mr. Morse tɔ make payment (if as I assume the investments of the Provident Fund are in the Bak's custody) subject to the Colonial Office indemnifying the Bank against any action which the University might take in the matter when re-instituted.
